Intro
Naval Information Warfare Center Pacific (NIWC Pacific) conducts research, development, test, and evaluation (RDT&E) across a broad portfolio of command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance (C5ISR) systems and combat direction systems. Supporting this mission requires rapid access to specialized engineering expertise across multiple programs, funding sources, and operational timelines.
Challenge Navy Unmanned Systems Control
NIWC Pacific needed a contract mechanism that could deliver flexible, on-demand analysis and test engineering services across its diverse C5ISR and combat systems portfolio. The solution had to support multiple funding streams, enable rapid task-order execution in response to emerging requirements, and provide engineering expertise aligned with NIWC Pacific's RDT&E operations in San Diego.
Solution
NIWC Pacific awarded Accelint a $17.1 million indefinite-delivery/indefinite-quantity (IDIQ) contract modification to provide analysis and test engineering services for C5ISR and combat direction systems. Under this multiple-award contract vehicle, Accelint delivers:
- On-demand analysis and test engineering support across NIWC Pacific's RDT&E portfolio
- Flexible task-order execution funded through research, development, test and evaluation; operations and maintenance; procurement; shipbuilding construction; and working capital funds
- Engineering expertise for operational and developmental Navy systems, performed in direct support of NIWC Pacific operations in San Diego
The contract provides NIWC Pacific with scalable access to engineering and analysis capabilities, enabling responsive support for emerging technology requirements and critical RDT&E objectives across Navy C5ISR and combat systems programs.
