Intro
The Azerbaijan State Border Service operates in a challenging maritime environment, requiring persistent surveillance capabilities across multiple coastal and inland waterway sites. As threats to maritime borders evolve, border security agencies need integrated systems that can detect, track, and respond to potential incursions while training personnel to operate sophisticated surveillance technology effectively.
Challenge
The Azerbaijan State Border Service needed to expand its Maritime Surveillance System (MSS) capabilities to nine in-country sites. This expansion required not only the physical installation and integration of surveillance equipment but also comprehensive testing to ensure system reliability across geographically distributed locations. Additionally, personnel needed hands-on maintenance and operational training to sustain these systems independently over time.
The U.S. Navy's Program Executive Office for C4I, working through its International Integration Program Office (PMW 740), was tasked with procuring these installation, integration, testing, and training services on behalf of the Azerbaijan State Border Service.
Solution
Accelint executed a $3.5 million contract to deliver comprehensive Maritime Surveillance System services across nine new Azerbaijan sites. The work encompassed:
- Installation and integration of MSS equipment at all designated locations
- System testing to validate operational readiness
- Maintenance training for Azerbaijan State Border Service personnel
- Operational training to ensure effective system utilization
